Direct subordinate managers engaged in monitoring and controlling the scheduling, estimating, cost and document control of all projects. Prepare configuration documents for standardization of the reporting process.


To perform this role successfully, the individual will be responsible for but not limited to the following:

• Responsible for the management/supervision of the cost control, estimating and planning/schedulers group;
• Execution of project control mandates on projects
• Understand and familiarization with in-house procedures and lead implementation of the procedures on the project;
• Organize and plan activities of established procedures and practices to provide the best services to projects and; to ensure the application of the appropriate methods and procedures and their adaptation to suite the philosophy, strategy and conditions of specific projects and proposals.
• Business development through proposals
• Initial project planning including scope definition and execution planning
• Preparation of fair price estimates, monitoring and reporting on contractor progress and subsequent review
• Preparation of project schedules including precommissioning activities
• Preparation of project change orders and follow-up negotiations
• Review/analysis of contractor bids
• Approval of contractor progress payment certificates
• Analysis and resolution of contractor claims
• Making staffing decisions and providing employees with training and development opportunities
• Proposing and managing department budget and participating in development of unit budget
• Accountable for quality of work of subordinates, including those who supervise others
• Being accountable for business unit deliverables


• Appropriate University degree with experience in planning, estimating and cost control
• Comprehensive knowledge of engineering and construction management principles and practices and the associated flow of design and construction project management
• You will have 10 – 20 years’ experience, preferably in a senior project controls position
• Significant knowledge of all project management functions, contract discipline and administration, procurement, materials control, economics and project accounting
• Capacity to determine program objectives and requirements and to develop standards and guides for diverse technical or administrative activities
• A distinct results orientation combined with outstanding communication, interpersonal and team building skills
• Experience managing a team of 25+ project controls specialists
• Proven team leader
• Extensive knowledge of a variety of estimating methods and techniques
• Ability to recognize potential claims and manage project contract activities to avoid costly claims and litigation
• Ability to supervise and evaluate the work of subordinates
• Ability to communicate effectively, both orally and in writing
• Ability to establish program policies and procedures and evaluate their effectiveness
• Ability to work under pressure
• Excellent computer skills including experience with some of the following: Primavara (P5, P3, P3e/c), Monte Carlo, MS Project, Progress Measurement systems such as Mile marker, Convero
• Significant knowledge of all project management functions, contract discipline and administration, procurement, materials control, economics and project accounting;
• Fully fluent in French and English
